Carol Lee Balenger, died in her sleep on December 7, 2020, at her home inside The Beltway.
Proud to be the rare “Native Washingtonian”, Carol Lee grew up riding the trolly and “people watching” from her family’s porch near a bus stop in Northwest DC, before moving to Bethesda with parents Fred C (Florence R) Weber, attending University of Maryland, starting her first government career, then starting a family.
She valued each child for their unique strengths and interests and also passed on the independence she learned growing up “during the war”.
“I always loved being your Mother.”
“It was the best job I ever had.”
After raising her family outside The Beltway, Carol Lee restarted her government career, and used her mothering skills to make her “work family” feel valued and welcomed as they came in from the field to an office environment that was foreign to them.
Carol Lee could strike up a conversation with almost anyone, driven by her curiosity to learn about them, and surprised many by correctly guessing their home country or remembering personal stories from other conversations.
Carol Lee tried to make everyone feel special.
Carol Lee is survived by her three children, Michael R Wolf (Wendy R), Steven Balenger (Sylvie), and Tamara Balenger (Linda Constantine); two grandchildren, Nicholas “Nick” and Alexander “Alex” Balenger; and sister Ann Christine (David) Lovenvirth.
Viewing, Memorial, and Funeral Arrangements: A private viewing was held before cremation. A public memorial will be scheduled as conditions allow.
